On January 14, 1975, the first stone was laid by President Léopold Sédar SENGHOR, accompanied by the then Congolese President Mariem NGOUABI.

Founded by Law No. 90-03 of January 2, 1990, and governed by Decree No. 90-054 of January 19, 1990, the University of Saint-Louis welcomed its first cohort of students (600) on December 17, 1990, under a provisional status. It was granted a permanent status by Decree No. 96-597 on July 10, 1996, and named "Gaston Berger University (UGB) of Saint-Louis" by Decree No. 96-1016 on December 4, 1996.  
Its name pays tribute to the French-Senegalese philosopher Gaston Berger, who was born in Saint-Louis and is also known as the father of dancer Maurice Béjart. President Abdou DIOUF inaugurated UGB on February 27, 1997.

The creation of UGB was in response to the need to provide the nation with the leaders it requires, contribute to the implementation of employment policies, support scientific research both nationally and internationally, and promote and develop African cultural values.

Directorate of Research and International Relations (D2RI) UGB:
An entity responsible for coordinating activities related to research and international partnerships within the university. Its main missions include:

  1. Coordination of Research: The D2RI oversees and supports the research activities carried out by the university's various departments and faculties. This may include allocating research funding, promoting interdisciplinary collaborations, and establishing priority research programs.
  2. Promotion of International Partnerships: It is responsible for developing and maintaining partnerships with other academic and research institutions globally. This can involve signing cooperation agreements, participating in academic networks, and facilitating student and researcher exchanges.
  3. Management of Research Projects: The D2RI may be in charge of the administrative and financial management of research projects funded by international sources, such as research funding agencies or foreign partners.
  4. Promotion of International Mobility: The D2RI encourages the mobility of students, faculty, and researchers by facilitating academic exchanges, internships abroad, and joint study programs with foreign universities.

In summary, the Directorate of Research and International Relations of UGB plays a crucial role in promoting high-quality research and strengthening the university's ties with the global academic and scientific community.
